野村聰（織田裕二 飾）是一名公務(wù)員，身處森嚴(yán)的等級(jí)制度中，野心勃勃的野村聰相信自己一定能夠一步一步向上攀登，最終通過(guò)“特別護(hù)養(yǎng)老人設(shè)施建設(shè)”這個(gè)大項(xiàng)目一躍而上，成為發(fā)號(hào)施令的“人上人”。職場(chǎng)上的野村聰兢兢業(yè)業(yè)，毫無(wú)破綻，情感上他亦即將迎娶建筑公司老板的女兒，這無(wú)疑將為他未來(lái)的事業(yè)錦上添花。
某日，野村聰進(jìn)駐了一間民營(yíng)龍頭企業(yè)進(jìn)行交流進(jìn)修，到時(shí)才發(fā)現(xiàn)，這家所謂的龍頭企業(yè)不過(guò)是一間充滿(mǎn)了懶散員工和三流超市。與此同時(shí)，野村聰和他的教育員二宮亞季（柴崎幸 飾）之間亦是矛盾多多，從前的“領(lǐng)頭羊”一下子淪為了“吊車(chē)尾”。之后，野村聰?shù)氖聵I(yè)受到了巨大的沖擊，情感亦遭遇滑鐵盧，在他最落魄的時(shí)候，竟然是二宮亞季站在他的身后，一直支持和鼓勵(lì)著他。
